Wasn’t that the original name of Minas Tirith? If so, it was built by Anarion, the brother of Isildur.
I can’t remember where Anarion stayed in the summers, as I was very young during the end of the Second Age!
And I know there is supposed to be an accent mark on Anarion’s name, but my usual shortcuts don’t work here.
Of course, if I had actually read the question, I would have seen that it said REbuilt.
