When is a prediction not a prediction?

Apropos of nothing, but if someone constantly says over the course of several months, “Rome is about to do X,” something which Rome will do—has to do eventually—and it does happens as it must, does it mean that this someone is a reliable source of Vatican insight? Or is it just that a stopped clock is right twice a day?

Just asking.

Incidentally, Pope Benedict will eventually appoint new auxiliary bishops for Boston. You can bank on it.
