This irregularity is perpetual in nature and is therefore independent even of the remission of the eventual penalties.
If I understand this aright, it means that such a priest cannot be returned to ministry even if he should repent of the attempted marriage and be absolved of the resulting penalties (suspension and/or additional censures).
Now that is a penalty of breathtaking gravity.
