Even a tiny percentage of a very large installed base means potentially thousands of reports. CNN, among others, is reporting a bug in the latest update to iOS 9.3 that prevents you from clicking on links in some apps.
There are a hundreds of millions of iOS devices in use around the world. If 99.9% are fine, that .1% is still thousands of reports. While it's troubling for those the problem hits, don't succumb to the media-induced panic. The overwhelming odds say you'll be just fine.
I have upgraded on my iPhone and have had no issues. The risk is minimal and I can always revert back to an older update if needed. Apple is usually quick about releasing the bug fixes caused by the latest bug fix.
